Problem

Malaysian-born persons of Indian origin without citizenship documents are excluded from school enrolment, formal employment, healthcare subsidy and the eKasih welfare register

Structural Cause

Historic under-registration of estate births, loss of records on estate closure, and a case-by-case adjudication model with no caseload management

Intervention

One-stop JPN-JPM service desks in every state and federal territory, mobile registration teams to former estate settlements and urban-poor localities, and active case management to resolution

Note: A RESOLUTION target is used, NOT an approval target: approval is a discretion of the Federal Government under Article 15A, Article 19 and Second Schedule Part II and cannot be committed to a percentage. COMPENSATING CONTROL added after independent critique: a resolution target alone is satisfiable by refusing every case, so the approval/refusal split, refusal reasons by category, and an independent sample review of refusals are published alongside it. The Year 1 baseline replaces the unverifiable 25,000 estimate.
